Directorate Mandate
The Directorate of Planning and Development serves as the central administrative hub for coordinating, formulating, and assessing all socio-economic development initiatives within Blantyre District. Led by the Director of Planning and Development (DPD) reporting directly to the District Commissioner, the department guarantees systemic policy execution and inter-agency collaboration.

Project Appraisals: Provide technical leadership in evaluating community development initiatives based on structural viability, fiscal sustainability, and established council policies.
Fiscal Forecasting: Generate realistic, data-driven long-term project fund disbursements and overall development expenditure frameworks.
System Oversight: Formulate, implement, and track the council's baseline monitoring and evaluation methodologies to preserve delivery quality.
Community Mobilization: Design and iterate localized community engagement toolkits to promote grassroot civic participation in statutory council development assets.
Disaster Mitigation: Forecast, manage, and execute comprehensive logistical emergency relief response frameworks and community-level climate resilience training.
Cross-Cutting Alignment: Direct complete structural mainstreaming of gender-inclusive safeguards and local HIV/AIDS response modules across all programs.
